Pay: up to £550 PAYE - £750 Umbrella

Job Purpose

The Electrical & Mechanical Governance & Assurance Manager is to be based at Hinkley Point C Nuclear power station. They will be responsible for ensuring statutory and regulatory compliance, Company and Client policy and procedural compliance and have the utmost regard for staff, contractor, and public safety. This role will act as the Electrical Duty Holder and Safety Rules Champion for the Principal Contractor and will determine the strategic direction of the electrical and mechanical work areas.

The Electrical & Mechanical Governance & Assurance Manager will be responsible to the Head of Site Risk Management and Control of Work utilising the Principal Contractor statutory requirements under the Construction (Design and Management) regulations to control and coordinate activities, to allow the safe execution of works on site at Hinkley Point C. This role will be responsible for the oversight and coordination of all activities at HPC involving the HV (high voltage) System and LV (low voltage) networks including installation, modifications and alterations, energisation, the transition between non-permanent and permanent electrical systems and the decommissioning of redundant systems and networks on site.

The Electrical & Mechanical Governance & Assurance Manager will be the HPC subject matter expert for all electrical works at HPC.

Operating Environment

Working as an integral member of the HPC Construction Team, the Electrical & Mechanical Governance & Assurance Manager will be responsible for managing a dynamic team of professionals, ensuring that all works involving electrics on site are conducted in a safe manner and are subject to comprehensive procedures and polices meeting legislative, policy and best practice standards. This role will be also be responsible for planning and delivering the transition between non-permanent and permanent electrical systems and for planning and controlling the decommissioning of redundant systems on site.

Framework & Boundaries

The site-based management role holder will work with the NNB Construction, Safety and Delivery Teams, Tier 1 and DMIC Contractors within the HPC Site. They will ensure all HV and LV electrical works are delivered and coordinated in accordance with safe working practices and procedures and deliver a comprehensive schedule of assurance activities across electrical and mechanical works.

Principal Accountabilities

• Oversees the management of day-to-day electrical installations, modifications, alterations and decommissioning across the HV system and LV networks on site. Ensures that all Method Statements, Risk Assessments, Safety rules, and documentation is verified by the E & M Safety Rule Team prior to works commencing.
• Act as the PC Principal Contractor Duty Hold, SME, and Safety Rules Champion for all electrical matters.
• This role will line manage and provide direction the Electrical & Mechanical Governance & Assurance Team, including setting KPIs to ensure the effective and efficient delivery of the team, and this role will be responsible for holding and managing a budget of circa £2M.
• Development and roll out of site-wide electrical standards, strategies, and procedures to ensure the highest levels of safety across site.
• Manage the interface between construction and commissioning for electrical and mechanical works,.
• Ensure compliance documentation is in place, accurate and appropriately filed to assist with internal and external auditing and KPI benchmarking.
• Input into strategic site scheduling and co-ordination of works.
• Develop and maintain a good working relationship with the HPC Site Construction, Safety and Technical Teams, providing key data for performance management to the Construction Director.
• Develops and implements any new procedures with Construction, Safety and Admin Teams.
• Proactively communicates with NNB departmental and other contractor Senior Managers to maintain good communication links.
• Contributes to weekly and monthly reports as well as issuing and maintaining performance and KPI indicators.
• Manages Contractor Partners expectations when identifying competent persons for training as HPC Permit Acceptors.
• Accountability for ensuring all authorised persons under the NNB Electrical and Mechanical procedures are identified as competent by their employers.
• Ensures the structured training programme for all APs and SAPs is relevant and compliant with the latest legislation and regulations.
• Establish and maintain close links with HPC Project Managers to ensure that Contractors work within their issued work instructions, risk assessments and permits to work.
• Liaise closely with Permit Office Assurance Officer to develop and deliver compliance to relative HPC Standard, including the development of a PC Permitry regime.
• Provide detailed audit reports with findings. Identify non-conformities and provide corrective action measures to prevent re-occurrence..

Knowledge & Skills

Essential

• Full understanding of UK Health and Safety regulations - in particular the Construction (Design and Management) regulations 2015 (CDM) - and how they are applied to a construction environment.
• General professional qualities such as accuracy, tenacity, result-oriented and teamwork-oriented attitude, diplomacy.
• Qualifications and experience to act as a Duty Holder, Authorised Person and Senior Authorised Person for electrical works.
• Knowledge & experience of HV and LV electrical systems design, installation, testing and maintenance
• Knowledge & experience of HV and LV electrical systems switching, isolation and control including Safety Rules
• Knowledge of appropriate Regulations and Codes of Practice including Electricity at Work Regs, BS 7671 IET Wiring Regulations and associated COP, National Grid Code, Electricity Connection Standards of Performance
• Membership of relevant Professional body preferable (e.g. MIET)
• Good organisational skills
• Ability to work independently and be proactive.
• Excellent communication/interpersonal skills notably within various levels of the organisation and externally.
• Discretion - Confidentiality when dealing with sensitive information
• Extensive knowledge of electrical or mechanical industry best practice
• Extensive knowledge of legislation relating to the control of construction-based hazards and risks associated with the execution of a major infrastr

Desirable

• Knowledge and practical experience of the administration of an Electronic Permit to Work System or associated Safe Systems of Works.
• Knowledge and experience of managing Civils, Mechanical & Electrical installations by multi disciplined contract partners.

Qualifications & Experience

Essential

• Holds Mechanical or Electrical degree or similar qualification where it can be evidenced that management of safety was a core module of the qualification.
• Engineering or process driven background required
• NEBOSH Diploma or industry recognised equivalent
• IOSHH Managing Safely in Construction
• Experience in multi-discipline Construction Works, interface management and co-ordination of contractors and workstreams.
