How you’ll make an impact

In this role, you’ll operate at the heart of complex programmes, working across stakeholders, systems, and services to ensure the right outcomes are delivered.

You will:

• Lead end-to-end requirements ownership, ensuring clarity, traceability and alignment from strategy through to delivery
• Engage and influence senior stakeholders across DCC, industry partners, and government to shape solutions and decisions
• Set and elevate standards for business analysis, driving consistency, quality, and best practice across the function
• Operate across multiple complex initiatives, or lead on a major programme, ensuring outcomes deliver real value
• Explore and apply AI/data-led approaches to improve how requirements are gathered, structured, and delivered

Beyond delivery, you’ll act as a leader within the BA community, supporting capability growth, mentoring others, and helping shape the future operating model.

What you’ll be doing day-to-day

This is a hands-on, high-impact role where you will:

• Shape, challenge, and refine business requirements through workshops and stakeholder engagement
• Translate complex needs into clear, structured, and actionable outputs
• Own requirements through their full lifecycle—ensuring nothing is lost between idea and delivery
• Plan and manage your own analysis approach across programmes
• Work closely with technical, commercial, and delivery teams to ensure alignment
• Present outputs confidently to senior stakeholders, including external partners and regulators

What you need to bring

We’re looking for a top-tier Senior Business Analyst who can operate with confidence, ownership, and influence.

You’ll have:

• Outstanding stakeholder engagement skills—able to quickly build trust and drive outcomes in complex environments
• Expertise in requirements engineering, including elicitation, structuring, traceability, and lifecycle ownership
• A strong sense of ownership and accountability, delivering end-to-end outcomes—not just documentation
• Confidence presenting and influencing, including with senior and external stakeholders
• Experience working in complex, regulated or multi-stakeholder environments (sector flexible)

Nice to have:

• Exposure to data, AI, or automation-led analysis approaches
• Experience working with contracts, suppliers, or regulated frameworks
